The two focuses for the Conference:
- 1. To explore the AT in North America
- 2. To refine the structure of the Akhal-Teke Association of America.
A Steering/Governing Committee for the ATAA is appointed by Phil Case.
The transition (Steering) committee Officers were as follows:
- President: Martha Bowles
- VP West: Tedi Rae Paasch
- VP East: Lyn Busacca
- Treasurer: Jas Shearer-McMahon
- Secretary: Cathy Leddy
- Adjunct: Alaina Bierman (with primary responsibility to assist with the AT Registry and the AT Sporthorse Registry)
The Steering committee was a transition committee, which had a dual purpose.
- To govern the day to day operation of the Association
- To develop the organization structure i.e. possibly non-profit 501(c)3 of the Association within two years, with official elections of officers at the end of the second year (1999)
Issues for Transition Officers to determine:
- Organizational Structure
- Corporate and Registry Seals
- How to handle letters of inquiry
- Promotional Material and Events
- Fee structure
October 1997 - A First draft of the Goals, Policies and Procedures have been sent by Martha Bowles to the Steering Committee members. It is outlined in the first ever "Association News" in the AT Quarterly.
1998
April 17-19th, 1998—3rd Annual AT Conference hosted by Jas Shearer-McMahon, held in Ft. Collins, CO.

Discussion of the divisions of horses for the registry and questions including:
- What is a purebred?
- What can we do with the four mares and their offspring?
- What can we do with horses that bloodtype AT but have no papers?
- What about upgrading to the next category?
- Should this be in the Bylaws for member approval or the Rules and Regulations which are set by the Board of Directors?
- Does it make a difference?
1999
April 30-May 2, 1999—4th Annual AT Conference hosted by Martha Bowles in St. James, MO.

Accomplishments in 1999:
• Second North American Grading tour with Dr. Ryabova - this is the first one the ATAA has set up. 1999 grades for N. American Tekes published - #1 older stallion, Astrakhan, #1 older mare, Goldika. Horses were graded at six sites. 135 horses graded. 55% of the horses born in 1996 or before were graded Elite.
• New Registrar for the ATAA – Milena Stoszek.
• Registration Amnesty announced until Dec. 31, 1999.
• Published Rules And Regulations of the AT Association in ATQ.
• 1999 Financial Statement for ATAA published.
• 76 purebred ATs registered with the ATAA.
2000

• Membership year changed from Jan 1 – Dec. 31, to Nov. 1 – Oct. 31
• DNA testing will be required for registration starting with 2001 foal crop.
• Stallion Reports required to be filed, starting in 2001.
• April Pruente appointed "Historian" for ATAA
• New website hosted and designed by Fara Shimbo with downloadable forms
• Liability Insurance bought for ATAA sponsored meeting and for members going to functions.
• Registration papers are beginning to be sent out to owners.

• ATAA Awards presented at Saturday Dinner.
• Membership Directory, decal, Copy of Rules and Regulations and Bylaws being sent to all members as they pay annual dues.
• Category for Arabian/AT sport horses is formed.
• Executive Secretary Appointed.
• Begin process of MAAK acceptance of our National Registry.
• New accounting and communication system to keep Treasurer, Secretary, and registrars updated as to member and payment status.
• 189 purebred ATs registered with the ATAA.
